i am not sure if they are not processing using FP expiration as the priority. BUT speaking from personal experience, i think they are using the FP expiration as the basis in processing cases.

My RD is 11/19/2001. My FP was received by BCIS July 30th, 2002. I have yet to hear a word from BCIS. It sure seems to me that they won't even bother to touch my case until my FP is about to expire since they have been and are processing numerous other RDs that are later than mine with FP dates earlier than mine.

in the end, BCIS can "discriminate" all they want in processing cases. who is to say when they should process whom first. it is my understanding that BCIS certainly does not have any clear guideness in priortizing processing.

As we have all seen time and time again, there are those who don't get approved after 20 months of waiting while others get approved within 12 months.

As much as I would like to try to find a processing pattern, i think it is completely random, luck, and based on the mood of each officer.

Looks like the bcis is following the policy of approving the cases on FP date basis
 
I haven't seen much people approved within 12 moths...
My observation - about 18-20 months.
 
I don't think BCIS cares about FP expiration. They can just simply send a 2nd FP request. That's why many applicants received 2nd FP notices, including me.

How can you tell?

How can you tell on what date BCIS actually receives your FP results? Does the BCIS online status check show this date? My finger printing was done in January 2003 and the online message still says: We had sent a letter informing the location of the local INS office.... if 14 days have passed....
