welcome notice?yes or no....

hello guys,
luckily i found this wonderful forum where i need to address some questions.
3 years ago i became a CR1 resident,and shortly after that i got 2 welcome notices in the mail followed by 2 year green card.last year i filled I-751 with NSC which was approved without interwiev.3 weeks ago i went to Chicago office to apply for 10 year green card.
however i did not get any NOA with a case # to check the case status. am i supposed to get a NOA at least?
so i called the 1-800 # ant talked with an immigration advisor and he told me that i should get a welcome notice followed by the green card.i mentioned to him that i got welcome notive 3 years ago, but he insisted that i should get another one again.
is this the normal procedure?
he also said if i don't get the welcome notice whithin 30 days after they stamped the passport, to call back again and he'll put an inquiry into it.

Yes, this the standard procedure. you will get the Green Card within 6 months to 1 year of the date of removing the condition. You don't have to worry about that because your passport is stamped. It is just taking them so long to send green cards.

If you got your passport stamped 3 weeks ago, then expect to get the physical plastic card along with the welcome letter in about a week to two weeks from now. Just stay tuned and check your mail box regularly. I got mine exactly 22 days after stamping my passposrt. Good luck and keep us posted.
