actually i dont think the message is wier, BCIS is part of the Department of Home Land Security so, what they are telling you is that your case has been trnasfered to the local BCIS/DHS/USCIS office.
some like to call it the beauro of citinzenship and immigration services ( BCIS), some calle the Department of homeland security citizenship and immigration services ( DHSCIS) some calle United State Department of Citizenship and Immigration services (USCIS)
some still like to call it the former INS Immigration And Naturalization Services, see they like to keep us thinking and nervous ....anytime you hear DHS ask which department cause the DHS has many departments....that is just the way they are.
but anyway your case is at the local INS/USDHSCIS/BCIS/USCIS.
