Weird tax issue

I got a mail today from New Jersey IRS regarding my filing for 2008 NJ state income tax. I did not owe anything at the end of the year and got a small refund back. The letter says that I did not file Estimated Tax Returns for 2008. As far as I know, Estimated Tax filing does not apply to people on W2 and is meant for independent contractors and self-employed people filing 1099. I have always been on W2 so I am not sure what's going on here. The letter says that I owe around $300. It also has a printout of my previous submission (2007 and earlier) of Estimated taxes with weird dates like 2013, 2015 etc.

I will be discussing this with my accountant soon but is this going to be an issue for me? I am expecting the IL anytime now. Will this fall under the bad moral character category? Note that this is not Federal tax. What are the implications if at the end, (a) I end up owing taxes (b) this turns out to be a mistake on their part and I owe nothing. In either case, do I need to mention this at the time of the interview?

I agree, you chose a bad name and bad karma is what you are now getting...:D:D Just go to your local dept of state and clarify this issue, take all necessary proof that shows you even got a small refund. I think the AG of NJ is trying to crack down on you, deny you that right to vote in the next election..

Sounds like a computer glitch, it happens. Call the State Tax department to sort it out. If it is a glitch, I am sure you are not the only one getting notices like this. The phone will probably be busy all day. :)

Oh, and I am pretty sure USCIS is not interested in Sates tax issues, just Federal but do not quote me there.
 
As far as I know, Estimated Tax filing does not apply to people on W2 and is meant for independent contractors and self-employed people filing 1099.
It's also for people with investment income, like stock sales and dividends, rental income, and interest from bonds or savings accounts (but I think there is normally a minimum like $1000/yr of earnings before you're required to pay estimated tax on those).
 
Thanks for your replies, folks. I am concerned about answering the following 2 questions in the N-400 form that will be asked once again during the interview:

10.A.4 Since becoming a lawful permanent resident, have you ever failed to file a required Federal, State or local tax return?

Do I need to amend this from "No" to "Yes" based on my not having files Estimated State Taxes?

10.A.5 Do you owe any Federal, State or local taxes that are overdue?

This one I may be able to handle by just paying off the amount that was mentioned in the letter. And if I do so, my initial "No" answer would still hold, correct?
