So, in such a situation, getting medicine, food, water, etc. from a closed store can well be justifyable.

You know what are the provisions under 'state pf emergency'
and these being used under those provisions and these comes under
'essentials'.
Hence, guess,they were not obliged to 'justify' these 'actions'.?
