THEORY:

BCIS officers got stuck in AC-21 interpretations for want of clear instructions to adudicate cases as Many of us changed jobs - so is present delay.

AC-21 will become more clear with new memo ( O still doubt on law makers capability to write unambiguous sentences) giving them AUTHORITY with clear instructions to approoooooooovv

So Wait .. hold on tight guys ..
You may get washed out in FLOOD of approvals SOOOOOOON

I'm happy that someone can predict what BCIS will be do in the near future since BCIS is unpredictable.

New memo about AC21 will help BCIS officers who know that there is AC21 but there still some BCIS officers who don't know anything about AC21. Also this memo might lead to some new confusion as it happened here for last two days.

Flood of approvals?????????????? No more dreams!!!!!!!!!!!!!!! BCIS officers are still subject to Zero tolerance policy..............

because

Ms Murthy failed miserably to frame that ONE complete sentence in English in a meaning ful way
which many others in this forum had to figured out in a smart way
