wanted in canada but living/working in US ?

My ex sister in law is living with a woman who supposedly is a Canadian Citizen but living and working in US. Claims if she returns to Canada she'll be arrested. I'm concearned about my 5 year old neice who lives with them. The rumor is it is drug related. I've searced her full name on the internet and turn up ablsolutely nothing. I cant imagine how she can be working and living in the US if she's wanted in Canada. Is there someone I shopuld contact?

Any insite would be appreciated.
