if it is US citizenship application related, it will be for both.
you have to be GC holder for 3 yrs, and by the time you file the N400, you have had married with the same USC for 3 yrs. provided you have fulfilled everything in above, the GC holder is eligible to apply US citizenship 3 yrs - 90 days.
