Waiting for priority date to become current

I am an Italian citizen visiting the U.S. for 90 days. I am waiting for the priority date for my immigrant visa to become current. I am a resident of Venezuela, where the rest of my family lives as well. Do I have to go back to Venezuela after the 90 days, and if so, for how long before I can come back to the U.S. for another 90 days? Also, can we as a family process all the necessary paperwork here after the date becomes current, or do we have to do in only in Caracas? Please help!!!!
