Wait time before filing 1-30 ( AOS )

Has anyone filed for an I-130/ I-485 for their parent within a week of their arrival in the US ?
We're thinking of getting "Mom" here ( she has a B1 ), and then applying for her AOS within the same week that she arrives in the USA.
I spoke to a lawyer who suggested that we wait for 3 months before we apply, as it might be taken as a case of fraud if we do it too quickly.
Does anyone have thoughts on this ?
My fear is that in the 3 month wait, Mr Bush might bring his immigration bill into law , thus complicating my situation.

What is the average wait time before we can file for a parents GC once they arrive in the US ?
 
There is not an average:

0-30 days: You are suspected of fraud
30-60 days: You are not suspected but will go through tough time proving so
60-90 days: You are usually not under suspicious
90+ days: You should not worry, but still be ready to show proof of initial intent.

Basically, the later they file for AOS the better off they will be. :p
