WAC nos how are they allocated ?

I am a little confused now.....w.r.t the 2 recent approvals posted how are the wac\'s generated..

ND - 1/20/01 - WAC-01-079-*****
ND - 1/30/01 - wac-01-091-*****

There are about 10 days diff between the 2 but wacs differ by 11....are sat/sundays also considered?
i thought only workdays were..
