w2 and filing I 140

I understand when one files for the I 140, the salary in the w2 tax statement has to match the salary advertised in the RIR recruitment ad (i.e. the salary mentioned in the labor petition).
1) with what other proof/docs is salary backed up when filing the I 140?

2) how long (approx months) ago is it recommended that one transfer their H1b and mantain a w2 with the sponsoring company before filing I140?
[i was told 2-3 months is sufficient. in that case, employer can show several recent paystubs but the w2 will not annualize to a salary of say 65,000 or 70,000. correct?]

3) is it normal for an applicant to (re)submit his w2 statement 8-9 months after a concurrent I140/485 filing to show consistence and continuity?
