VSC to Dallas Local Office Transfer for Interview

HI All,
My friend's derivative application was trasferred to Dallas,TX office in Dec 03. Can any one with similar situation throw some light on the TD/ND/Interview Date etc?
she was told that it might take 15months to be notified of an interview by the local office.
