VSC takes more time to send RFEs after they sent the email

I got a email from USCIS that they sent me the RFE for my I-485 on 12/1/2006 but i have not recieved the RFE thru postal mail yet. I called VSC thru POJ method and they said that it will take minimum of 10 days to recieve the RFE letter. I spoke to my attorney and he says that VSC now takes 2 to 3 weeks to send the RFEs and reciept notices due to shortage of people. Is that true? Does anyone get RFE (thru email) two weeks before and did not recieve the RFE thru postal mail? Please advise.

Normally it takes about 2 weeks to get your snail mail after you receive the e-mail notification. Do you have any LUD before you got RFE e-mail?
