Your theory could be correct. But I went by what my lawyer told me a while back - that if the dates are current and the visas are available, there is no difference whatsoever in filing under the quota of any country. Country differences don\'t exist IF THE DATES ARE CURRENT.
In other words, if an applicant from India applied on X date and an applicant from country Y applied on a date 6 months later, the application of the applicant from country Y would not be taken up right away when a "current" applicant from India applied months back and is still waiting. I could be wrong though. If the case is "NOT CURRENT", then there definitely is a difference. No visa bulletin if you notice, shows a different I-485 processing date for India/China (assuming the dates are current) and for other countries. Why don\'t they publish different processing dates for different countries, if your theory holds good ?!! California Service center incidentally(unlike VSC) has no lead time whatsoever in processing cases from whatever country....be it India, Iceland, Timbuktu or whatever....
