I have been visiting this site for last one month. This site has been very helpful in sharing info while going through an ordeal.
I talked with IIO at 9:55 am today and she confirmed that they are processing April, 2000 cases now.
She was saying my case in under review.Details: EB3,RD/ND 3/00 FP 10/00 Country: Other. I should hear decision in 30-60 days.

I don\'t think there is any significant volume at all in April, May, June 2000 and so on. So it makes logical sense that cases would move faster once it hits April. The main chunk came in during September, October, November and to a lesser extent during December, January, February and March, so it took a long while to move beyond these months...

I don\'t agree. I don\'t think that there many cases have the company name change issues, nor the PD issue given these cases were filled back in late 99. Up to date most EB1-3\'PD dates are upto year 2000. if someone can fill back in 99, they must have PD dates before 2000. Plus, I think that cases waiting for new appended materials are process differently from those under normal review processes.

By knowing country, we can track whats going on exactly for that

There is no surprise in this theory. Let us say No other coountry people applied for 485 from Jan to October. Some 100 other country applicants applied on November, then if INS is going only by ND not by country, then No other country 485 will be approved for the whole year. This will void their quota for the year. But practically, that is not happening. So I assume there should be some bunch officers allocated on country basis. So all countries are given equal preferenfce. Thus in the previous example, the other country 485 application should be approved theoritically within two months.

Your theory could be correct. But I went by what my lawyer told me a while back - that if the dates are current and the visas are available, there is no difference whatsoever in filing under the quota of any country. Country differences don\'t exist IF THE DATES ARE CURRENT.
In other words, if an applicant from India applied on X date and an applicant from country Y applied on a date 6 months later, the application of the applicant from country Y would not be taken up right away when a "current" applicant from India applied months back and is still waiting. I could be wrong though. If the case is "NOT CURRENT", then there definitely is a difference. No visa bulletin if you notice, shows a different I-485 processing date for India/China (assuming the dates are current) and for other countries. Why don\'t they publish different processing dates for different countries, if your theory holds good ?!! California Service center incidentally(unlike VSC) has no lead time whatsoever in processing cases from whatever country....be it India, Iceland, Timbuktu or whatever....
