VSC - EB2 - Concurrent Filing in June 2004

While going through the I-140 dates as mentioned under "Concurrent filing" thread, some of which were filed in Aug 2004 and approved in Sep 2004, I was wondering if those were for EB3.

I am not sure why EB2 is so slow.
