First of all I'm not a lawyer, but I've read a lot over the years and learned few things.
As an O3 you're not allowed to work like you said (biggets blunder of the American immigration law in my opinion), but volunteer work is allowed, not only that you're also allowed to get some monetary (minimum) compensation for your service. The compensation should pay for your travel, gas, personal car, hotels and per diem if any, etc...
The idea is that the money is not a pay/salary for your work but simply to offset whatever cost you incurred in doing the volunteer work.
Just keep the pay to a minumum and no tricks...(You dont have to pay taxes, SS, etc..on it)
