After graduation, can a student do volunteer work before receiving the OPT card?

After receiving the OPT card, can we pay them a hiring bonus?

He has applied but not received it yet. He offered to do volunteer
work for us while he is waiting. I need to know what our options are.

That's related to particular college not related to whole of OPT candidates. You need to talk to DSO of that particular college.
