Visitor's visa rejected twice

My mom is 56 and just got rejected for the second time at Mumbai consulate for a visitor's visa. I, a permanent resident, had sent her an affidavit of support and all the documents including my bank statements, employment letter and an invitation letter. This time I had even emailed the local congressman and they had sent a letter of support on my mom's behalf. They didn't even ask her any questions, nor see any of her property papers or other documents. They only looked at her application where she said she wanted to go to US for tourism, visit me and attend my cousin's wedding. They asked her how long she planned to stay, she replied about 3 months. When she started to show the officer the wedding invitation, the lady just said there's no need for that, you are not eligible for the visa.The last time she had been to the consulate, they had only asked her if she had other siblings there and she said she had 3. She was rejected both times as being a potential immigrant, even though I have a younger brother who lives with my parents and all the property is on my mom's name.
My dad who is 60 used the drop box and got a visa for 10 years.
I am really frustrated and at a wit's end as to what to do next. All I want is to have my parents visit me and spend some time here with us.
What's the point of sending all the required documents when they don't even see them.
Anyone know any other avenues that I could try?

I would say the mistake you did was to apply separately for mom and dad.
i would say to try again, this time write a letter to consulate, telling that your dad has visa, about ur brother who is studying in India,. attach ur fathers passport also.

I realize that on retrospect but I really hadn't expected this to be that difficult. I will try what you have suggested. Thanks for the input.
