Visitor's visa for parents- dad over 60 but mom is 58

My husband is in the process of sponsoring visitor's visa for his parents . His dad is over 60 so I know he is eligible for drop box but his mom is below 60. so how to apply for her in this case ? do one of them should go personally and dad goes thru drop box ?? This is for Mumbai consulate. Pls advise

Its not a must that people over 60 should apply through TTS, but people under 60 must go for a personal interview. So why not they both go together for a personal interview at the Consulate.
