visitor visa rejected

One of my friend's mother visiting visa is rejected in chennai.
What is the option for getting visa again. How many times one can apply for visitor visa and what is the time gap foe each application. Is there any time restriction if visotor visa rejected two times.

My friend's father and mother went for VISA and
got rejected as consulate did not believe father
as he was unable to prove he will come back from
US due to his business nature. After some days
only mother went for stamping and got visitor VISA
