Visitor Visa Rejected twice. Is there a limit on how many time one can apply ?

Case History: My mothers visa got rejected twice once in Jan 2000 and other time in Dec 2004. I had sponsored and sent the documents both these times.

Reason Given: Both times was that she does not have a compelling reason to return back to home country since all her offspring’s are in the US

My sister is graduating this summer and would like to invite her.

We were wondering:

- If there a limit on how many times one can apply for US Visitor Visa

- If it get rejected the 3rd time can she apply again in future

Would appreciate any advice/input.

You can re-appy as many times as you want
