Visitor visa rejected in Mumbai consulate - any advice?

My husband's uncle and aunt (ages 65 and 59) were planning to visit us this summer. They have never visited outside India before. Here is what happened:

1. Pune office (Apr 04) - they took all the papers we had sent (affadivatit, bank, tax, employment, etc.) + all their papers (property, tax, business, etc.) - nobody looked at them, just gave them interview letter.

2. Mumbai office (may 12, 2004) - there were asked the following questions:

Q: How many kids do you have?
A: Two
Q: Where are they?
A: Son married here in India, daughter married in Singapore
Q: Who are you visiting in US?
A: Our nephew?

They were just given the denial letter after that - 214(b) - they tried to show them their documents - but were just asked to go.

We are very stunned and don't know what to do? Does anyone has any ideas? What went wrong? What should we do? Is there any point in appealing? Or should we reapply? How long should we wait before we reapply?

Any advice/help would be greatly appreciated.
