Visitor Visa Question

I am planning to invite my father to US this summer. He is a widower. The property we have in India is in my brother's name. My brother is married and has two children. My father is over 65 and eligible for drop box. He has strong cultural ties to India and will surely return. However he is retired, has no property in his own name and limited savings. What is the best way to present my case at the consulate?

Please help...
