I am a US citizen and want to petition my brother to immigrate to the US. However it will take more than 10 years for him to get a green card. So if I start I-130 process for my brother, can he still apply for visitor visa ?
It is not advisable to apply for a nonimmigrant visa while an immigrant visa application is pending. In most cases, USCIS will not grant the visiting visa b'coz they reasonably consider the person as a potential immigrant.
