visitor visa denied for my in-laws

My in-laws went for an interview at Chennai consulate yesterday and got rejected. All the papers I sent are good and they have enough documentation to demonstrate their ties back to India. The problem is 2 fold:
1. Strange enough but in the interview officer told that my mother-in-law applied for a US work visa when she was visited Canada (during her last visit to US). My sister-in-law's name and my mother-in-law's name are very close and she was the one that applied and got rejected in Canada for a US work visa. They gave them a refusal code and I was being told by a couple of guys back home that they might not get a visa for another year atleast.

My question is, is there a way to go back and give a clarification on this matter to the consulate. Appreciate your time
