visascreen without US license for PT

Good day! Just wanna check if there's any way I can get a visascreen certificate without a US license or license in my home country. If so, which agency can i apply? Thanks.

I also have similar question. Looks like type 1 certification of visa screen does not need license. For my friend's H1 renewal BCIS has asked for visa screen. He is preparing for TOEFL -ibt, but the speaking section seems very difficult to get required 26 out of 30 points.

Does any one know if visa screen - type 1 is sufficient for I-485- AOS? or does it need a state PT License? My friend does not have any license and has not been able to pass NPTE (two attempts). Please let me know if there is any good institute that helps you prepare for NPTE.
