Visa unavilable - What exactly it means?

I talked to IIO this morning and I was told that my application is waiting for visa unavailability. I understand that it means that my PD is not current. What I want to know from you guys that Does it mean that all processing has been completed and as soon as my PD becomes current, my I-485 will be approved
            OR
Does it mean that my application has not been assigned to any oficer yet and it will be assigned only when my PD becomes current ?
 
Guys and gals, who have been told that their applications are on hold because of visa unavailability -- Please contribute your input here.

Same thing they told me this morning that my case is on hold for visa numbers. Is it a bad news??Any inputs appresited. Thanks in advance.

Technically, if INS SC finds that PD is not current then put the application back in the pile for that month and they will continue this until the month in which the PD for your category is current. Then they will start the process of reviewing it. However, there have been cases where they issued RFE even though the PD was not current but I think this is rare or rather a mistake on part of INS..
The fact the PD is not current actually means that the Visa numbers are not available for that date yet.

Just my thoughts and hope they help.

I agree with Bhanu but I saw some cases where even if PD is not current if the officer has already processed all his alotted pending cases may start reviewing the cases that are not current and will issue RFE\'s if necessary. During that process they mark some cases that are clear for approval and immediately approves them once the PD becomes current.

Once the PD is moved, they will open your case.
One of my friend case got approved with in 1 week
after they moved the Priority date.
One week before, IIO told that they are waiting on VISA AVAILABILTY.
His details are EB3 Receipt date: october 99, PD:may 97
got approved in Mar 2001.

Waiting for approval never called IIO. Hope PD becomes current during this month bulletin and next month approval.

I HAVE SEND MY DOCS FOR PD CORRECTION..MY PD IS NOV97 THEY HAVE AS
NOV98..RD 08/99 ND 09/99 EB3.. ON HOLD FOR VISA AVAILABILITY..
IT HAS BEEN TEN DAYS SINCE I HAVE SEND MY DOCS FOR CORRECTION.
HOW LONG DO THEY TAKE TO MAKE A CORRECTION..WILL THEY APPROVE AS SOON
AS THEY MAKE CORRECTIONS..ANY INPUT ...BHANU AND MYLADOOR..
