Visa Transfer - FEDEX Receipt

Hello.

Situation:
* Work for Company A on H1B
* Changed Jobs Company B, filed paperwork to INS via lawyers
* The lawyers have ONLY received the FEDEX receipt of delivery of documents to INS Vermont Office
* Lawyer and Company B is telling me that It is safe to resign from Company B even though INS receipt is not yet available

Question:
* Should I resign from company A without the INS receipt of paperwork for visa transfer?
* Should I wait till the full transfer or INS receipt to resign?

Usually you can start legally working for the company B once you recieve INS reciept for visa transfer application from B. But I'm not a legal expert, this is what I've heard...
