Visa Stamping in Canada

Hi all -
I am a German citizen in the US with an H1-B visa in my passport. The stamp expires, I have the new approval notice already in my hands. In the past I was able to go to Canada on a specific day and consulate location that I would have an appointment for, show up in the morning, present all the forms, pay a fee and pick up my visa/passport in the afternoon. I just signed up again as I always did for an appointment in Canada (Montreal) but the confirmation letter I received states that after Jan 1, 2004, visa pick-ups on the same day are no longer possible. Most of the times it would take three business days. Can anybody confirm this? Is this really the case even for H visas? Was it really three full business days?

Any help is greatly appreciated.

I think except Toronto, in all other US consulate in Canada one can still get passport back the same day after visa stamping.

One of my friend went to Ottawa in May 2004 and got his passport back same day after stamping.
