Visa stamping-H1B to F1: Any Feedback?

Hi ALL:
I was wondering is it is easier to get a visa stamp in India (Chennai) if I convert from H1B to F1?
0) I came on F1 for Graduate studies on 1997. went bac to India Dec. 1998; then I havn't left US in 5 yrs. (till present) was on H1B
2) What all docs will they ask for?
3) Will they say that you've already been there so long, how can we be sure you will return after your studies?

ANY help is apperciate People; I am sick and tired of this immigration; they are making it so HARD for all of us who just wanted to get good education and work hard in US... doing good things; instead because of all this complications; it is very upsetting. :(
 
Hi Jaxen... Is there any particular reason why you are saying that? I understand there are definitely grounds to do that; as I have to show I will return to India after studies, which will be hard... Awaiitng your response..
 
I think that one of the main reason IF AT ALL THEY DECIDE TO REJECT will be "Potential Immigrant" as F1 is not a dual intent visa like H1. More over you might have a tough time convincing the officer in chennai.
