Visa Stamping EXP in Chennai

I am trying from almost 4 weeks for an appointment date in chennai and I am not able to get the appointment in December

I just want to know the exact timing (like 12am IST or 12 AM CST)when consulate release Jan Appointment Dates.. So that I will be online at that time and book at least Jan Dates.
