My dependent’s I-485 was approved like below, but I think it will take a long time to get the plastic card due to the retrogression back to PD 8/1/2002. What is the way to get a VISA stamped (from H4B to Permanent Resident) on passport?

If your dependent approved, he/she will get physical card in a week or two. No need to stamp passport. Retrogression means nothing for already approved cases.

You will get the Approval Notice in mail soon. Untill this message changes to Card Production Ordered or Card Mailed, you wont get the card, so I would suggest you to wait for couple of days and if the message hasnt changed, then call an IO using POJ method ask them. They might help you.

Retrogression doesnt affect approved applications.

Not always true. Some people don't get card production ordered or mailed messages.

These days, you don't need a visa stamp, since they mail you the plastic cards quite promptly. (We got ours in exactly a week from the "approval" and "card production" emails)
