I transfered my H1 and my new visa is valid till Feb 2005. and my new i- 94 is valid till feb 2005 . But the visa on the passport is valid only till aug 2004. Do I need to revalidate my visa on the passport to travel abroad?

Yes you need to revalidate if you want to go out of US (and come back), after august 2004, till then(aug 2004) you dont need to revalidate.
Moreover St.Louis is accept your revalidation petition only from July 2004.
