Visa Rejection

Hey,
I have done my flight training in California... I was there for over 14 months and I got back March 2008... I wanted to go back to do a few more hours of flying as per the requirements of the DGCA...
I had an I-20 and an official letter from the flight school that I had flown in the last time and still got rejected... I've got rejected twice already in the last 6 months... 6 months ending this September or so... Are there any issues in applying again? Will the 3rd rejection cause any problems for me in the future... This is very urgent.. Please help...

Please check for the latest rules, but my understanding is that you're 'banned' from re-applying in person for a year.
