Visa Rejected

Hi,

My mom was given 6 months visa first time when I was pregnant and got extension for 6 months.

Second time she got visa for 6 months and she stayed for 5 1/2 months. Now my brother applied for her visa and got rejected twice.

Can anybody advice now whats going on or whats the procedure to apply again? I miss her a lot and cannot visit her this year.

Simple, your mother's past visits to the US were not bona fide visits for pleasure. Your sister was using her for help while she as pregnant. She was staying for almost the maximum duration of the I-94 and she even had an extension one time. Most likely your mom was doing housework to help your sister which is illegal for someone in a supposedly B2 tourist for pleasure purposes.
Now your brother want to do the same thing to her? Com'on, guys! Put yourself in the authorities' shoes and what do you suppose they'll suspect from what you have been doing?
