Visa quota for EB-3 and even EB-2/1 will be frozen by december ?

I just read a local ethnic newspaper and it reported the state
department told the paper that there won't be additional Visa
numbers available at the beginning of next fiscal year, October
for ALL preference categories including Eb-2 and EB-1.
And they worry all categories(Eb-3, 2 and 1, NIW) will go by
their priority dates.

This is the best translation I could do from that paper.
What would it mean by "go by priority dates".
If no quota is available, it simply means no new cases accepted.
USCIS always process by priority dates. What does it mean by
they "worry about it" ?

The Visa Bulletin For October has not been released yet. I think that the site you are talking about is some kind of joke/hoax. It is shame that somebody would do something like that on purpose.
Lets just wait for couple of days and see the official Visa Bulletin...

No it is a reality. I've talked (9/7/05) with my friend in department of state and he told me the same thing. Also you can check over there http://travel.state.gov/visa/frvi/bulletin/bulletin_2631.html
 
EB2 and maybe even EB1 for the rest of the world will be next

Based on the information I've collected from multiply sources I can assume that retrogression for the rest of the world in EB2 and maybe even EB1 category just a matter of the few next months.
HINT: Just try to imagine what you will gonna do if your case was in EB3 category at the moment.. Got something?

I think you are probably right regarding the retrogression for the rest of the world. In a way it does make sense to apply the retrogression at this point (I hope I don't get "crucified" by the forum people). There is an increased number of LC being approved through the BPC and PERM, so the bottleneck is shifted to the USCIS step. In addition, there is limited number of 'green card' visas alloted for each fiscal year.
In my opinion, it is fair to impose the priority dates, so that people who filed a long time ago (1999, 2000) get approval first. First in, first out principle! It would not be fair to those 1999 people to be "run over" by recent PERM approvals who got their LCs in matter of weeks.
USCIS and Congress will have to figure out how to solve this problem. They solved the problem with the LCs through PERM, so it is possible. However, it will take time.

Please no need to worry regarding your future crucifiction most of the population here practice hinduism, buddhism and as you know crucifiction is a pure christian thing.
The important part is when EB2 for the rest of the world will be cut-off. My estimate is about March-April'06.
