Visa petition returned from Consulate?

I was informed that my approved immigrant visa petition (labor based) was returned to the USA because I did not attend the immigrant visa interview at the Consulate in Ottawa (which I could not because I was abroad). After contacting the IV section at the consulate to reschedule the interview, they asked me to re-submit the DS-230 and mentioned that "the machine" would assign a new interview date in about a month.

However, five months have passed without news!. I suspect that my approved petition was sent back to the USA and now is being claimed by the Consulate. Does anybody know how long usually this process takes? Does anybody know of a similar case? Are there any potential implications for the approval of the visa?

I check the online case status service, but there is no information there.

Uh, why would the Ottawa consulate be invovled? All employment based immigrant visa interviews are handled by the US consultate in Montreal--not Ottawa.
 
You can be damned sure that my DS-230 is being processed in Ottawa! Since the beginning of my case it was handled by the IV unit in Ottawa..... (unless everytime I called Ottawa they transferred my call to Montreal, which would be a surprise to me!). My interview was also scheduled in Ottawa.
If you are saying that Ottawa has no competence, where the hell is my application? Is this the reason why it is taking so long???

I would give the National Visa Center a call 603-334-0700 and tell them what is happening.

They handle all scheduling for employment based immigrant visas issued in Canada.

As an aside, I am referring to greencard applications/permanent residence--not an H1B or other non-immigrant visa.
