Visa or no Visa?

I apologize if this question has already been asked and answered, but I did a search and did not locate any postings for the specific countries. I may need to visit Ireland and Japan and would like to know if I hold a GC and a re-entry permit, would I require visa for these 2 countries? Thank you in advance for your response.
