Visa Numbers Vs 140

Hi Guys,

I noticed some postings saying that '140 processing became slow as there are no visa numbers available' .
What exactly do they mean by visa numbers ?
If that is true, it should effect 485 processing but not 140. How do they issue visa numbers ?
is that based on PD ?
What will be the PD for sub-labor. Is that the labor date or 140/485 filing date ?

I don;t this Visa Numbers apply for I140 .They apply for 485 .
