I had a question about this visa number...

I understand this only applies to EB3 and retro countries -- is that true.

What is this and how to know if I will get a visa number or not.

How to know what is the current visa number -- @#$$

Someone told me our application will only be processed when visa number becomes available.. Is this true?

Visa numbers are allocated by the department of State. All applications (EB1, EB2, EB3 or even family based etc.) need a visa number to obtain permanent residency. For EB3 they are "retrogressed" presently. Every month (around the 15th) state department publishes a "visa bulletin" for the next month. The visa number is based on one's priority date. Priority date for most employment based applications is the date when the labor application was received by State Workforce Agency. Even if your application is ready to be processed and your priority date (say Nov 2003) is not covered by the ones published in the visa bulletin (say Apr 2002), USCIS will not process your case (in theory. What happens in NSC, we don't know).
