Visa Issue date vs Petition Start Date

Hello Team,
I am currently in US and I recently got my H1B extension petition approved and the start date in I797 petition is 15th March 2019 and ends March 2020. My current I797 is valid until 14th March 2019 and I dont have a valid visa on my passport. I am travelling to India on 13th February and travelling back on 13th March (tickets are booked already). I will be going for stamping sometime within February.
Questions:
  1. In the stamped Visa what will be issue date?
  2. If the issue date is the date when I went for visa interview, then can I enter USA on 14th March as per my planned itinerary.
 
Issue date on visa will be the date visa is issued which could be any date you are going for stamping which is February. You can enter US as long as there is valid visa stamped in your passport before you fly out from home country to US.
