Visa for Brother-in=law

My BIL applied for a visiting visa at Mumbai and got it rejected.
All the papers were there and they didn't believe he is going to come back to India.

He would like to apply for the second time. Does anyone know what papers/answers will make them believe he is really coming back to India.

He has job, parents living there and is planning to visit for a month only.


Any inputs appreciated.

If he is young, single and well educated it is almost impossible to get a visitor visa to US. He fits the US consulate's profile of a potential immigrant very well.

If he can demonstrate compelling reasons to visit US and MORE compelling reasons to return to India he might have a chance.
Unfortunately there is nothing else that can be done.
