My friend`s father have won green card and entered US with 2 family members.
By my friend was stopped and forced to come back (from transit airport) because of VISA expiration.

VISA expired in 2 days after issue date(21th birthday).All other visas expires on 1st of January.

Without the specifics, I can't tell exactly what has happened, but it sounds like this can be corrected. You say he won, the Green Card, so I am assuming DV lottery. That means this may have to be corrected by September 30 so the family need to act fast.

I think this was a mistake at the time of visa issuance and the family should have noticed and got this corrected before travelling to the USA.

The child status protection act (CSPA) allows a child turning 21 additional time. In the case of DV2014 this allows an additional 212 days on top of his 21st birthday. So, the child (preferably accompanied by the father) should approach the embassy where the visa was issued and point out the mistake. I am not certain whether the September 30 date or the parents. Visa expiry date will govern, but best not to risk it and do this now.
