Visa Bulletin for October 2015 for F2A category

Hello everyone,

I am a bit confused with this month (october) visa bulletin. There are two sets of chart for family sponsored preferences. And this time they have part B which has the priority date of 01MAR15 for F2A category. I do not know what month cut off is the part B and If I am not wrong it does not mention any month for that cutoff. My priority date is 08 August 2014 and I was expecting this to be current next March thru May. But all of a sudden I have seen the priority date to be current and I am not sure what it is? Please help me out on clarify this as soon as possible.

There are now 2 parts, A and B, as long as there are visas availables you can apply under part B. If visas ran out then only those with priotity dates earlier than part A have an available visa.
 
How do I know the visas are available for the particular date? You are trying to say that the priority date might go backward on the next month visa bulletin for part B chart. My only concerned is Can I file I-485 the first week of october 2015 based of the part B chart?
