For February, immigrant numbers in the DV category are available to qualified DV-2009 applicants chargeable to all regions/eligible countries as follows. When an allocation cut-off number is shown, visas are available only for applicants with DV regional lottery rank numbers BELOW the specified allocation cut-off number:

They selected 14000 applicants from Asia for DV-2009. Within this 14000 they selected 6023 applicants from Bangladesh which is 43% of the Asian applicants.

The cut-off number for Asia in January is 8300 and in February 11000. So, they will need to take interview of 2700 applicants in February in Asia and within this 2700 applicants approximately 1150 applicants from Bangladesh.

So, it is not possible for the US Embassy of Dhaka to take interview of 1150 people in a month, also remember there are two days holidays per week. That is the reason they limit 9550 for Bangladesh.

It's true there are 2700 case numbers between the January and February cut-offs.

However a significant number of these cases are either dropped by the petitioners (never replied to 1st notification letter, dropped out after applying) or rejected by USCIS before the interview (errors, duplicate applications etc.)

There are less than 2700 to interview.

However you are probably right that the Dhaka consulate is overwhelmed by applications each year.
 
There are some wrong assumptions that you have made here. First, yes, there are 14,000 odd winners from Asia, but that number is spread into about 40,000 slots this year. So, it means that significantly less number of people will be having their interviews in Feb, not 2700(There are large gaps between the numbers.) And secondly, there is a separate cut-off for BG because if there is not such a provision, it's going to hit the 7% cieling. With all the disqualifications and the other factors that slackerdemigod mentioned, if you are a DV winner from Asia in 2009, and not from Bangladesh, you should get a chance, irregardless of your case number.

Really, all Asians(excluding Bangladesh) have a lot to hope for.
