One has to look at all posted approvals for EB-3. As explained in
July Visa Bulletin, the monthly demand for Visa, is sorted based on P.D. If you have seen recent approvals in EB-3 with P.Ds dating to let\'s say MAR, 1997 it is a indication that the cut-off date will move forward...
Also , you have to watch the latest approvals especially after JULY 1, 2000, not the old ones.
I have not seen anything later than DEC 1996... Strong indication that it may retrogress... Also , if that many Visa\'s are not requested, for EB-3 this month, then it may also become current - very unlikely...
Again nobody knows what is there on the desk of the VO. Suddenly there may be a spate of requests for 1996 P.Ds as INS begins to open the AUG, 1999 receipted applications , when EB-3 India and china became current...
At that time the cut-off was at SEP, 1996 for India....
