Why is April 2001 is "mighty".
Is there any specific reason?
I know in April 2001 may illegals have given Citizenship. But, I don't think that will affect the GC processing.
Any insight appreciated...
The priority dates have started retrogressing first time this year.

April 30 2001 was last date for 245i (the bill signed by clinton allowing undocumented folks to apply for employment based Green Card if they can find employer sponser). Thousands and thousands LCs were filed in April 2001 because of that. Most of those cases will fall under EB-3 (regular & otherworkers). This is one of the cause EB-3 is moving slow.

Do you know if the prority dates resume where they left off after the visas become available?
Ex:
In July priority date for EB2 for India was Jan 1st 2003
In Aug priority date for EB2 for India is Unavailable.
Would you expect
In Oct priority date for EB2 for India to go past Jan 1st 2003?
