visa-bulletin:applying I-485 during september

..The new visa bulletin establish the cut-off dates from October 2005. Does that mean..

1. People for EB1 & 2 those who were current in sepetember can still apply for I-485 till sept. 30th...

2. The cut-off dates are effective from 1st oct. 2005..

Can anyone clarify on this ?

Yes - that's correct.
Dates are effective Oct 1st.

The Sep visa bulletin dates would be in effect till end of Sep and then the new dates would come in.
