Visa appointment other than state of residence

can anyone let me know ,if i can book a visa appoinmtnet (For H1) in any other consulates other than my state of residence.

i live in chennai and can i book my appoinment in kolkata/mumbai/delhi ?

If you are first time H1 applicant then you have to apply within your consular district i.e. Chennai consulate, if you are returning applicant then you may apply in any consulate.
